Ask five builders what it costs to build a home here and you will get five different numbers, because most of them are answering a narrower question than the one you asked.

The per-square-foot figure you see quoted covers the house. It usually does not cover the homesite, the county fees, the CDD assessment, the insurance, or the finishes you will actually want. Those pieces are where budgets move.

This guide breaks a Southwest Florida new-home budget into its four real layers, shows what changes between Sarasota County and Manatee County, and gives you the current numbers to plan against.

Key takeaways

Here is the short version before we get into the detail.

  • New homes from Medallion Home start from $400,000 for villas and $500,000 for single-family homes, and they climb past $3 million on the waterfront. Generic per-square-foot estimates leave out most of what you’ll actually pay.
  • Impact fees are the line item buyers underestimate most. In Manatee County they run from about $13,574 to $33,875 for a new single-family home depending on size.
  • CDD assessments, where they apply, commonly add $1,200 to $4,500 a year and appear on your tax bill, not your mortgage statement.
  • Average homeowners insurance runs about $3,482 a year in Sarasota County and $3,187 in Manatee County, though new construction with impact glass and modern roof connections typically prices better than the county average.
  • Buying a new home from a builder with published starting prices removes most of this guesswork, because fees and site costs are already inside the number.

How Much Does It Cost to Build a New Home in Sarasota and Manatee County?

A finished new home from Medallion Home in Sarasota or Manatee County starts from $400,000 for a villa and $500,000 for a single-family home. Estate homes start around $700,000, and waterfront homes on Sarasota Bay run past $3 million. If you build on land you already own, budget separately for site work, permits and county impact fees.

The Four Layers of a New-Home Budget

Almost every surprise in a new-home budget comes from treating one of these four layers as if it were included in another.

Layer 1: The house itself

Labor, materials, and the structure. This is the number expressed as cost per square foot, and it is the only layer most quotes actually cover.

Layer 2: The homesite

The lot, plus site work: clearing, fill, grading, the driveway, utility connections, and any elevation or drainage requirements. On a finished homesite inside a builder’s community, this is already priced in. On land you own, it is a separate and sometimes substantial cost.

Layer 3: Government fees

Impact fees, mobility fees, permit fees, and water and sewer capacity fees. These are set by the county and the municipality, not the builder, and they have risen steadily.

Layer 4: Carrying costs

Property taxes, homeowners insurance, HOA dues, and CDD assessments if the community has one. These do not affect your purchase price but they determine what the home costs you every month for as long as you own it.

Sarasota County or Manatee County: What Actually Changes

Most buyers searching for “Sarasota” are shopping a region rather than a county line. The distinction matters more than it looks, because fee schedules, tax rates, and insurance averages are set at the county level.

Worth knowing up front: Bradenton and Parrish are both in Manatee County. Sarasota is in Sarasota County. So a buyer comparing a Bradenton community against a Sarasota community is comparing two different fee jurisdictions, not two neighborhoods.

Neither county is categorically cheaper. Manatee publishes a clearer schedule, which makes budgeting easier. Sarasota calculates per project, which means you should run the county’s estimator or ask your builder for the actual figure on your specific homesite before you commit.

Why Per-Square-Foot Estimates Miss the Real Price

Per-square-foot figures you find online usually cover construction alone, with builder-grade finishes. They leave out the homesite, site work, permits and impact fees, which is why they run low here. A better measure is the published price of a finished home in a real community. Medallion Home prices start from $400,000 for villas and $500,000 for single-family homes.

A cost-per-square-foot number is easy to quote and hard to use. It answers “what does it cost to put up walls and a roof?” A buyer is really asking “what will I pay for a home I can move into?” In Southwest Florida those two numbers sit far apart. Here’s what the generic estimate usually leaves out:

  • The homesite and site work. Land, clearing, fill and utility connections. In a builder’s community these are part of the home’s price.
  • Permits and county impact fees. In Manatee County, impact fees alone run from $13,574 to $33,875, depending on the home’s size.
  • What comes standard. Impact-resistant windows and doors, 3cm quartz countertops, 8-foot interior doors and epoxy-sealed garage floors come standard in every Medallion home. A lower base price often covers fewer of these, and upgrades close the gap fast. What others consider upgrades, we consider the starting point.
  • Building for Florida. Wind-load requirements, flood elevations and a coastal climate all shape how a home is engineered. Medallion homes are built to exceed the Florida Building Code: premium-engineered, not value-engineered.
  • Design and drafting. Changing a layout to fit how you live takes real design work. Medallion’s in-house drafting department handles it.

Compare finished homes, not square footage. When you compare builders, ask what each quote includes and what each one leaves to upgrades. Comparing finished homes, homesite included, tells you far more than any square-foot figure. What Do Impact Fees Actually Add?

Impact fees fund the roads, schools, parks, and emergency services that new households use. They are paid at permitting and they are not negotiable.

Manatee County publishes a tiered impact fee schedule for new single-family detached homes, effective September 9, 2025, uniform across all four county districts.

Home sizeTotal impact fee per unit
750 sq ft or less$13,574
751 to 1,000 sq ft$17,832
1,001 to 1,300 sq ft$23,233
1,301 to 1,700 sq ft$27,459
1,701 sq ft and above$33,875

For a mid-tier home the total breaks out across public safety, parks and natural resources, alternative transportation, education facilities, law enforcement, and libraries, plus an administrative surcharge.

The practical takeaway: on a typical 2,000 square foot home in Manatee County, impact fees alone can approach $34,000. If a builder’s price does not name these fees explicitly, ask whether they are included or additional. It is the single largest avoidable surprise in a new-home budget.

Sarasota County structures its fees differently, with seven separate impact fees plus a mobility fee that increased by 3 percent on February 1, 2026. Because the calculation depends on land use classification and project details, run the county’s impact fee estimator or ask your builder for the figure on your specific homesite.

What About CDD Fees, Insurance, and Taxes?

These are the carrying costs, and over a decade they often total more than the finishes you agonized over.

CDD assessments. A Community Development District is created under Chapter 190 of the Florida Statutes to finance the infrastructure of a new community, and it bills homeowners through their property tax bill. Typical 2026 assessments across Sarasota and Manatee communities run $1,200 to $4,500 a year, with the highest individual assessments reaching $5,500 to $6,500 in some luxury villages. A $3,000 assessment adds roughly $250 a month. The bond portion expires once the debt is paid, usually in 20 to 30 years, but the operations and maintenance portion is permanent. Not every community has one, so ask directly.

Homeowners insurance. Average annual premiums run about $3,482 in Sarasota County and $3,187 in Manatee County, based on data from the Florida Office of Insurance Regulation. New construction generally prices better than those averages, because roof shape, roof-to-wall connections, impact-rated openings, and secondary water resistance each unlock separate credits. Get a wind mitigation inspection and make sure your carrier applies every credit the home qualifies for.

Property taxes. Budget from the assessed value after your purchase, not the seller’s prior tax bill, which may reflect a long-held homestead exemption that will not transfer to you.

A resale home carries no impact fees and no construction wait, but it also carries an older roof, older openings, and no warranty. Run the comparison on total cost of ownership over five years rather than purchase price alone.

How Long Does It Take, and Does the Timeline Cost You?

In Florida, permitting commonly takes 30 to 45 days, and vertical construction typically runs about three and a half to five months. A semi-custom home takes somewhat longer because structural personalization happens before permitting.

A realistic planning window is roughly six to ten months from contract to closing, depending on the scope of your changes, jurisdiction, weather, and material availability.

Timeline affects cost in two ways. If you are renting while you build, every extra month is real money. And if your contract allows price escalation on materials, a longer build carries more exposure. Ask whether your price is locked at contract.

What Is Already Included Before You Spend on Upgrades

This is where two homes at the same quoted price stop being comparable.

At Medallion Home, features many builders sell as upgrades are simply standard: impact-resistant windows and doors, eight-foot interior doors, 3cm quartz countertops in kitchens and baths, epoxy-sealed garage floors, Kohler undermount sinks, and Samsung appliances. Homes are built to standards that exceed Florida Building Code requirements, and every home carries a one-year materials and workmanship warranty, a two-year mechanical warranty, and seven-year structural coverage.

As the Design Center puts it: what others consider upgrades, we consider the starting point.

That matters to your budget in a specific way. Impact glass and a well-documented roof system lower your insurance. Quality standard finishes mean your design allowance goes toward the choices you care about rather than catching up to a baseline. You can see the full standards list on Why Medallion.

How to Budget Without Surprises

Six questions to ask any builder before you sign.

  1. Does this price include impact fees, permit fees, and utility connections, or are they additional at closing?
  2. Is this homesite finished, and does the price include site work?
  3. Does this community have a CDD, and what is the current annual assessment on this homesite?
  4. What is standard, in writing, versus what is an upgrade?
  5. Is my price locked at contract, or can material costs escalate?
  6. What does the warranty cover, and for how long, specifically on the structure?

Set your finishes budget before your first design appointment, and decide in advance which two or three rooms deserve the investment. Buyers who arrive with a number and a priority list spend less and enjoy the process more.

Frequently Asked Questions

How much does it cost to build a house in Sarasota in 2026?

A finished new home from Medallion Home starts from $400,000 for a villa and $500,000 for a single-family home. Estate and waterfront homes run from about $700,000 to more than $3 million. Per-square-foot estimates you see online usually cover construction only, and leave out the homesite, site work, permits and impact fees.

Is it cheaper to build or buy an existing home in Southwest Florida?

Resale homes avoid impact fees and construction wait time, but carry older roofs and openings, higher insurance, no warranty, and likely near-term repairs. Compare five-year cost of ownership rather than purchase price alone.

How much are impact fees in Manatee County?

Manatee County impact fees for a new single-family detached home run from about $13,574 for homes under 750 square feet to $33,875 for homes of 1,701 square feet and above, under the schedule effective September 9, 2025.

What are CDD fees and do I have to pay them?

A CDD assessment funds a community’s infrastructure and is billed through your property tax bill. Typical assessments in Sarasota and Manatee run $1,200 to $4,500 a year. Not every community has a CDD, so confirm before you contract.

How much is homeowners insurance on a new home in Sarasota or Bradenton?

County averages run about $3,482 in Sarasota County and $3,187 in Manatee County. New construction usually prices below those averages because impact-rated windows, modern roof-to-wall connections, and secondary water resistance each earn separate credits.

How long does it take to build a new home in Southwest Florida?

Permitting commonly takes 30 to 45 days and construction takes about three and a half to five months, so a realistic planning window is six to ten months from contract to closing. Semi-custom homes run toward the longer end because personalization precedes permitting.

Does the builder’s price include the lot?

In a builder’s community, yes, the homesite and its site work are normally included in the published price. If you are building on land you already own, land and site work are separate costs.

What is the cheapest way to get a new home in this market?

Villas and attached homes carry the lowest entry prices, currently starting around $400,000 across several communities. Move-in ready inventory homes also remove the uncertainty of upgrade spending, since they are already built and fully priced.
